Building accountable military AI

The third edition of the global summit on Responsible AI in the Military Domain (REAIM) took place in A Coruña, Spain, on 4–5 February 2026, brought together states, international organisations, industry, academia and civil society to address one of the most pressing challenges of our time: how to ensure that military uses of AI remain aligned with international peace, security and the rule of law.

Our CEO took part in the opening plenary of REAIM 2026 in A Coruña, alongside Ignacio Montiel-Sánchez (European Commission, DG DEFIS) and Dr Zena Assaad (Australian National University), moderated by Mayor General Fernando Morón, contributing to critical global conversation on how artificial intelligence can be developed and deployed responsibly in the military domain.

Tanya’s intervention addressed the full spectrum of responsible AI, from enabling infrastructure to regulatory and governance challenges, highlighting three core dimensions:

  • Europe must ensure the chips and computational infrastructure underpinning AI in the military domain are built on resilient, secure and transparent frameworks. Without sovereign or allied control over critical supply chains, responsible AI remains vulnerable.
  • How current European frameworks for AI, data and digital infrastructure shape the conditions under which responsible AI can be developed and adopted in dual-use and defence-related contexts providing a strong foundation but must remain adaptive to keep pace with technological change.
  • Theres is an urgent need for greater administrative and legislative agility so that public investment and funding mechanisms can support the industrial sector more efficiently, accelerating innovation whilst maintaining high standards of safety, accountability and oversight. Speed without safeguards is reckless, safeguards without speed leave capabilities behind.

The 2026 summit in A Coruña demonstrated the strength of open dialogue between industry, governments and multilateral organisations, and underscored the importance of building resilient, real-value AI that serves civilians across the globe.

This conference is an opportunity not only to contribute expertise at the intersection of deep tech, policy and defence innovation, but also to demonstrate how European innovation, guided by strong values and smart regulation can help shape a safer, more accountable AI future.

As AI continues to reshape the battlefield and the broader defence ecosystem, the conversations at REAIM 2026 will inform the technical standards, governance models and confidence-building measures that define what responsible military AI looks like in practice.

At BluSpecs, we work with governments, institutions and industry to navigate the complex intersection of advanced technology, policy and responsible innovation. If your organisation is working on AI adoption in defence, critical infrastructure or regulated environments, get in touch.
